The DoD was established in 1947 under the National Security Act and is headquartered at the Pentagon in Arlington, Virginia. Its primary mission is to provide military forces needed to deter war and protect the security of the United States. The department oversees both peacetime operations and wartime activities, ensuring readiness across all branches of the military.

Performance Improvement Strategy

How do you move a major Department of Defense (DoD) component towards culture change and operational excellence?  You call Aspire Consulting Services, LLC!  We collaborated with the DoD component agency's leadership, and their Performance Improvement Office (PIO), to operationalize their strategic plan across the entire enterprise consisting of over 450 thousand personnel across the United States and its territories.  They are now using this infrastructure as an avenue to drive change.

The Assistant Secretary of the Army for Acquisition, Logistics, and Technology (ASA(ALT)) is a senior civilian position responsible for procurement and contracting functions, scientific and technological guidance, and innovation and modernization efforts within the U.S. Department of the Army.

Acquisition Process Streamlining

The US Army's acquisition and logistics processes are the lifeblood of their lethality, global reach, and modernization capability.  Aspire Consulting Services, LLC managed an internationally recognized, award-winning engagement with the Assistant Secretary of the Army (Acquisition, Logistics, and Technology) (ASA (ALT)) leading to a 24.7% reduction in Procurement Acquisition Lead Time (PALT).

PEO IWS provides the program management and system engineering expertise spanning across the Acquisition Life Cycle of the services, solutions, and products they provide to the Fleet to meet warfighter requirements across the Space, Air, Land, Surface/Subsurface and Cyber domains.

Weapon System Testing & Evaluation Improvement

Force projection and surface warfare dominance are vital attributes of the US Navy.  However, these capabilities depend heavily on the fidelity and timeliness of the test and evaluation of shipboard integrated weapons systems for both new and existing ships.  Aspire Consulting Services, LLC was called upon to identify improvement opportunities at the Surface Combat Systems Center (SCSC) Wallops Island, which led to a complete turnaround in operational performance from 51.3% overall test plan and schedule compliance to 98.7%.

Lean Six Sigma is a business improvement methodology that combines two powerful approaches:  1) Lean – Focuses on eliminating waste and improving process flow to deliver value faster and more efficiently, and 2) Six Sigma – Uses data-driven techniques and statistical analysis to reduce variation and defects, aiming for near-perfect quality.

Lean Six Sigma (LSS) Implementation

If you want to build the capacity for organizational improvement, where do you start?  Aspire Consulting Services, LLC managed an engagement with the US Department of Labor (DOL) to elevate capacity for change by benchmarking, designing, and implementing a LSS Continuous Process Improvement (LSS CPI) program servicing a workforce of 14,255 employees, and achieving an 87.5% certification rate.  The DOL Performance Improvement Office (PIO) was formally recognized for outstanding achievement by the Secretary of Labor.
